To the north of New York City, another Republican candidate is taking the opposite approach. Eye doctor Nan Hayworth is seen as an increasing threat to Democratic Rep. John Hall in his Hudson Valley district, despite the fact that Hayworth is a pro-choice Republican who favors stem cell research.

Privately, Democrats concede at least one House slot, the Rochester-area seat once held by former Rep. Eric Massa, is likely to go Republican in November. Mr. Massa resigned just as a House investigation was launched into his alleged sexual misconduct with staffers. Mr. Massa denied sexually harassing anyone.

Polls show Democrats also have to worry about the lack of enthusiasm among their own supporters.

Ann Siegle, who lives in the central New York village of Homer, said she voted for Barack Obama but has doubts about whether she will vote for Democrats again this year.

"I'm really frustrated with people in Washington voting their party rather than their beliefs,'' said the 61-year-old teacher.

"And I don't think Obama has done everything right.''
