Keith,

They are borrowing against their own overseas cash because paying these very low interest rates is better and cheaper than repatriating the money and paying the tax not to mention that their overseas investments may be paying more than the interest costs .

Then, the borrowed money is available for buy backs or a bigger divvie to support the stock price.
