You are missing the point.

You are using "command and control" as a pejorative phrase. Spectrum management is more complex than an aphorism, though. The Cult of Best Efforts is simply irrelevant to many applications, including wireless microphones. We can have plenty of spectrum for pR0n downloads without knocking everybody else off.

Spectrum should be allocated more efficiently than it has been. But that does not mean that actors on stage (and this isn't just Broadway, though they have the highest density) should go back to having cords all over the place to trip over... And it's not just theater. Music, preachers, and other activities use them too. This is a short-range, highly-sensitive application that surely should be able to find a place on the spectrum.

And I don't have a problem with lots of people asking for "special assignments". This doesn't mean that the entire spectrum has to be parceled out to the highest bidder who keeps it fallow to limit competition, or that spectrum is left empty because it's assigned to a service whose users are far away. A little common sense goes a long way, though the FCC historically has been a bit shy of it.
