What I mean is the money for social programs comes from taxes - either through the wages of man or the profits of a business. It sounded as if there is was a bucket from which a person dipped into when they wanted a safety net.

I am pretty agnostic on taxes in general although right now the rich most surely are getting by cheap. Excessively cheap! ......But the real evil is when you run up deficits and tell people they don't matter. When you do that there becomes all kinds of weird incentives that have nothing to do with capitalism. Just take in close to what you spend and then people can decide what is enough.
