I am not asking you to believe me, because I have no idea of what the true cost will be. But do you know of any major government program that came in under budget. I think I remember that years ago in Baltimore, the Morris Mechanic Theater was built under budget. It was considered so remarkable that it was the subject of a several page article in the Sun. I guess there are others, but I can't recall any. On the other hand, Medicare, Medicaid, Defense spending, etc. all seem to run over budget. So, what conceivable reason is there for me to believe the government numbers. They always seem to be wrong. lj
