I read the report you linked to before. Unless this is new, the responses are not an important part of the conclusion. ...and the CBO has said that the responses are unverifiable, so the solution is ? To consider the CBO report as a minor data point rather than an authoritative certainty that we should defer to. (And that's if this is new analysis based primarily off those reports, if its what they did before, and then again very recently, plugging their conclusions in to their process, then its worthless, not even a data point to seriously consider.)
