I think they know, and they are fighting for something worth fighting for. Reminds me of the charter school battle in my town in NJ. Parents tried working within the system to improve the schools for 20 -30 years. Didn't work. Finally they got fed up and pulled together a group to create a charter school. This was a LOT of hard work- you need help from a lot of people with different expertises, and of course the school establishment fought them like crazy. But they did it, the charter school's still going strong, and the regular school system has improved too, probably from the competition.
