Its not a binary thing, rigged or not rigged, but its mostly not rigged.

that's why the gap between the haves, and have nots has widen.

Its widened primarily because of the increasing leverage to higher skills or other advantages in the market. In the past the people who where the best at something usually impacted less of the world than they do today. Its not so much an increase in skills (although that may play a less important role), but the fact that having skills that are more in demand has a bigger impact now.
