Anyone planning for the future has to base their work on models. The CBO is just providing one such model. Any model is going to be as good as the assumptions that are made, but assumptions have to be made nonetheless or else you don't have a model.

The problem comes when people, especially politicians, the media, and political bloggers, start accepting the CBO estimates as if they're unassailable "facts." I see you doing that all the time.

The truth is that no one can say for certain just how much of an overall difference "stimulus" had on the economy. In certain cases, like Cash for Clunkers and the home buyers' credit, sales for cars and homes respectively have gone up when the stimulus took effect, only to fall back to pre-stimulus levels after the assistance program ended. It can be argued that all "stimulus" did was pull forward purchases of cars and homes.
