this article does not make much sense to me ;) First off, it's Digitimes--someone once said of them that they "are sometimes right." And their writers don't always have a firm grasp of English. As for 12 five year plans--that is pretty remarkable, but I assumed that it was a function Digitimes plus Chinese bureaucrats. 5 year plans can be made every year or two or perhaps even twice a year, depending on circumstances. They are "flexible" bureaucrats, learning on the fly. After all, this is a partially centrally planned economy of over 1.3b people with regions that are often autonomous and semi-detached from the central govt and a people that have had their business "animal spirits" freed for the first time in a long, long time. Maybe ever. They see a possibility of being freed from a grinding poverty--this is an amazing thing.
