Our infrastructure is crumbling, roads sections have collapsed because of the pipe underneath failing after so many years. Bridges have collapsed or been closed after inspections because of cracking.

I don't doubt it. I also don't doubt that this has always been the case (except before or at the very beginning of the existence of roads, pipes, bridges, etc.)

Its not a special new problem, things fall apart and need to be maintained or replaced. Sometimes doing so is very expensive or otherwise difficult. That's the norm. "Crumbling" as a description for our infrastructure in general, makes it seem like it is generally truly horrible, and much worse than was normal in the past. I'd submit that neither of those is actually the case.
