Frank, it's clear from those photos that all trees over 3 metres tall should be required to be cut down in a pre-emptive attack to protect the public against property and personal damage. If the trees get a construction permit and submit their designs to the government department responsible for structural safety, then they could be permitted to be built to their approved design.

The Taleban is not allowed to wreak havoc in downtown New York so it's odd that trees are allowed to do so.
