Hey I used to work at the LA county of dept of public works as civil eng right out of college. I was very naive and asked a supervisor why we had to work overtime when there was no work to do (we got paid time and a half!!!) Many people just slept at there desks....we are talking ENGINEERS!!! Eventually I got disallusioned with wasteful wasteful spending and quit engineering altogether. We spent MILLIONS to educate public not throw trash in the storm drains..
