Carolyn, in addition to their "officially" state reasons, I believe something like this could be used to... - selectively cripple communications in the event of a national insurrection, a large revolt, or widespread public unrest and chaos that threatens the government - interfere with our ability to (a) place equity sell orders in the event of a cataclysmic stock market collapse, and (b) place equity buy orders near a perceived market bottom during such a collapse - interfere with banking transactions to slow the flow of money during a panic or some other reason
