Like it or not, post 9/11 there is very little tolerance with perceived threat. Cops have been given free license to error on the side of safety, their safety that is, and the safety of those thought to be in harms way, while concern for the safety of those viewed as a possible threat has gone to about zero.

Whats odd is that many of the people who cheer on that attitude when the perceived threat is coming from anyone who they themselves tend to view as threats (young male arab for example) find the treatment much to their disliking when applied to someone they tend to identify with (white male packing heat). Oh well...

Perhaps in another decade or two, the view will shift back more towards the middle or the road again.
