Your reversing the burden of proof. Anyone asserting a specific multiplier has to show that they are right. No one (on any side of the issue) has been able to do so. We have opinions, models and arguments, but no solid facts on this issue. To the extent we have any facts at all they are historical rather than for current or even recent conditions, they vary widely in different conditions, and they don't and probably can't account for all the factors at play.
