When Pelosi says that unemployment checks are "stimulus," that's all the evidence I need.

I think a huge problem with government today, and one reason it seems SO damn inefficient is that it's HYPER-sensitive about waste, fraud and abuse! It has intrusive, expensive, pain-in-the-ass systems set up to detect and squash waste fraud and abuse.

Not everywhere, but certainly in a LOT of social spending, but hardly any at all in military spending.
