Sociology (culture, education, wealth, etc.) explains pretty much every global difference between large human populations.

Genetics accounts for practically NONE of it. (Seeing as how the various differences are so incredibly minute between racial groups) --- for example there is mathematically likely to be a larger, though still very small, genetic variation between any two African natives of the African continent picked at random then there is between EITHER one of them and any other person, white, brown, Asian, whatever, picked at random from the rest of the planet.

It's culture... and opportunity... and education and wealth.

(POTENTIAL is there in equal portions among all large groups. The only question is: how is it developed?)

Another book to also look at is "Cracker Culture: Celtic Ways in the Old South" by Grady McWhiney. Both McWhiney and Sowell describe in vivid detail the culture of whites who lived in the "Celtic Fringe" near Scotland.

Generally, they were sexually rambunctious, lazy, and extremely macho. Sound familiar?

Most of these "Crackers" settled in disproportionately large amounts in the South and passed their culture on to the other "poor" class the lived along side them -- slaves and freemen.
During the US industrial boom, their descendants moved out of the South and established enclaves in the larger industrial cities -- Detroit, Cleveland, St. Louis, et al., -- the beginnings of the American black ghettos.
