That's just the tip of the iceberg. Every year unspent budget funds are almost always spent on unnecessary crap before the year ends just to ensure every last dollar is spent. That's to help ensure they don't have their funding cut next year because they got by with less the previous year. And believe me, spending of those left over funds are often wasteful & unnecessary. I saw it happen in 2 agencies & know it's a common widespread practice. If they don't put an end to that widespread practice, untold billions will continue to be wasted every year.
