IMHO the answer is: 1) Balanced Budget Amendment 2) Term Limits 3) If above not achievable - dissolution of the union One of the states on the Great Plains instituted Term LImits for their state representatives. Since doing so the amount of abuse of power by elected officials has fallen sharply.
