It is my understanding that the reason for the different payment schedule is that they pay a lower dividend in case business doesn't come in as scheduled. They are hedging their performance so to speak. If things work out as planned, they then pay a larger dividend on the next payment.

I'd prefer monthly or quarterly dividends myself, but I do have a couple that pay semi-annually. I have to accept that if I want to own foreign companies, and I do.

I don't want a large number of semi paying companies though.
