I've read about 2/3 through the latest white spaces R&O and it doesn't feel right - too complex, unwieldy, not enough spectrum for broadband, high transaction cost, command and control via private databases, channel availability based on broadcast station propagation contour maps from 1966 (inaccurate and limiting spectrum use), limitations on protocol implementation due to device authentication rules, limitations on fixed station antenna height, and so on. It looks more like WiFi on crack.
