I agree completely.

But since Japan and Europe subsidize their farmers even more then we do if, (when we give up our farm subsidy programs, which should be immediately), we cannot PERSUADE THEM (through international trade regulation talks) to also give up THEIR farm welfare programs then we will need (in a W.T.O. legal way) to assess an equivalent amount of financial cost onto them to make up for the damage their farm subsidy programs would be doing to our international sales.
