Helps to have a vibrant and growing economic base instead of MASSIVE ECONOMIC FAILURES and decline stretching over three decades because your local economy is overly-dependent upon just ONE INDUSTRY (autos) and that industry just so happens to be one of the poorest run and most mis-managed industries in the entire history of the United States too. (Nothing like having your local real estate - lifeblood of local government's finances - collapse by well over 50% in just twenty years too. :-(
