What's the relevance? You think generals are responsible for military spending? Look to the State Department, the Department of Defense, and the White House, who are run by civilians.

Military, especially the US one, is the mother of all welfare.
Those live on the welfare (of any from) will go to any length to justify and protect.
The will add all sorts of 'isms' label to live on it.
