It means they want a combination of spending cuts and tax hikes. It also said no cuts to Social Security or Medicare.

That poll is extremely doubtful as they had to rely on the people they called to accurately report their income, age etc.

Polls like that are very inaccurate when dealing with personal issues. Taxes are very personal issues.

I also noticed a section "whites" however, I don't recall any other racial or ethnic groupings. Maybe I missed it, if not what was all that about?
