Buying a call is only a covered transaction IF you own the stock (100 shares of stock covers 1 option ) the answer is still, you can NOT buy naked ( buying without owning the stock) options in an IRA. And then you can only " buy to close " if you have sold the call previously. All you can do with options in an IRA is "sell covered calls" and "buy to close". For those of you planing on holding qntm you might want to consider selling the december 35, you can get 1 1/4 right now.

Yes, I have a IRA with Fidelity, I can sell covered calls and buy puts, calls. Your account must be approved for options trading, this usually requires you to fill out an options agreement. You should be able to call your brokerage to get details.

You CANNOT buy Calls but you CAN buy Puts ONLY to protect an already established stock position.
