She recanted? Not just withdrew the complaint but straight out said "there was no rape"?

Then perhaps she should be charged with filing a false report. The only downside from that would be that you don't want to discourage people from recanting false testimony. That's a rather major downside, but someone who falsely reports a rape doesn't deserve to get off free. It she was not raped and she said she was, than she deserves to go to prison (which probably won't happen even in the unlikely event that she's actually convicted).
