The CBO makes the guess it likes and find supports for it (like it could find support for many other multiplier estimates), or it take the particular types of studies it likes and just grabs whatever multiplier they give. And they do this arbitrarily and haphazardly as you imply? What guides them in this allegedly integrity challenged process you just accused them of? I just scratch my head trying to figure out what special knowledge you think you have and what evidence you have obtained to make these outlandish statements...it's unbelievable. Al
