They quote studies that support some of their opinions. That doesn't mean they are right, other studies show different results, and we can't be certain which (if any) of them are really right.

Also it doesn't change the point that plugging in around one and a half or more as a multiplier means your assuming that government spending helps the economy. In other words their report does nothing to actually show us that the spending helps. If anything shows us that at all its not the CBO, its the studies they quote, but the economic literature is riddled with all different sorts of studies and reports suggesting all different sorts of multipliers (from negative to over 2).
