We get reports about the atrocities committed by radical Taleban operatives against innocent civilians which are shocking but they may be localized to places like Kabul and not wide spread or common.

They seem to occur wherever the Taliban has any degree of power.

I said never implied anything remotely resembling that idea.

I just pointed out that there are certain hard facts in this situation. One of them is that the Taliban are the main source of civilian deaths in Afghanistan.

Another is that some people don't perceive that to be the case. That perception is objective fact in that its a real perception that actually exists, but it doesn't square well with the actual facts. When perception is contrary to the facts than the perception is wrong. Saying that isn't saying that reality is defined by political authority, its just saying that there is such a thing as objective reality.
