Which is (of course, given the state of the federal deficits were are suffering under now) INEVITABLE when and if a Constitutional amendment mandating balanced budgets is put into effect.

(Which is exactly what I thought we were talking about, what exactly the public will want their elected officials to do, what policy choices, to reach budget balance, once they can't punt the problems away any longer and are *forced* by the Constitution to run balanced budgets, as Germany soon will be because of their own amendment....)
