Lots of businesses keep them on. As long as they are productive, and don't demand much higher compensation than other employees (or are more productive or useful than the other employees so as to support the higher compensation), than its in the interests of the business to do so. (That's before considering anti-discrimination law, which could have a perverse effect causing people to try to find reasons to fire older workers so as not to be subject to anti-discrimination lawsuits, but unlike with the ADA, I think it might actually work at the margin to keep older employees on the job.)
