Sadly, yes.

Here's a very high profile example: en.wikipedia.org

They didn't call him a terrorist but he was followed, investigated, threatened with deportation. The US govt. would have been happy to use any label to shut him up.

WRT the FBI using "terrorist" as a pretense, the disappointment is how little protest is heard from our populous.

Actually the FBI has done far worse things in the past.

During the 1960s the FBI in cooperation with local police departments launched a virtual war against the militant Black Panther Party which advocated armed self defense for blacks during that racist era. Some two dozen panthers were killed in shootouts with the FBi and local police departments. Many of these shootouts resulted from the activities of undercover police agents inciting violence.

Now I am no fan of the Black Panthers, but the virtual war against them by the FBI and some local police departments shows what can happen right here in the USA if the powers that be feel threatened.

Seems selloff into mid October and final peak into mid November elections (2nd week) along with gold in the final blowoff stage for this run...

It seems Wall Street is not going to like what occurs in the mid November elections or the peak occurs into the war start up...
