Tim, it was the historical model until the US made the change.

The historical model was no public funding of education (unless you call spending from religious groups, or collections of people not working through a government as "public funding".

Both direct public provision, and public funding of private education are more recent. The former is far more prevalent, but it has not been shown to be better, and there isn't any reason to think it would be better.
