I have to say I was somewhat surprised that ADSL service could get away that little backbone bandwith. But this simply shows that todays internet surfing gets away with pretty little bandwith even if you have fast local access. I think a major cause for this is the inefficiency of todays http protocol (this is expected to be corrected with a future version of this protocol). The most important factor is probably a slow response of the servers.
A overcrowded internet backbone leads to simply unacceptable service. You send a request then wait 1/2 to 1 minute to see if your packet reached its target and send it again if you get no response. The good backbone providers are carful to assure that they do not get into that situation.

Built into the management systems of the ISP (like those of GTE's) and their guarantee of quality service, monitoring for contingency is used. When contingency hits 80% avg. at peak times more bandwidth should be added. In most all tests contingency rarely hits 60% and almost never 80%. With out getting into a lot of techno babble bandwidth and through put is not divided the way you have done it. Think about all the Ethernet networks typically with one 10Mbs NIC in a server and 100 users in a business environment. The slow down usually is in the morning when everyone logs on. ADSL you are always logged on. Once a LAN experiences bottle necks you would look to segmenting the LAN by adding additional Ethernet cards to the server and by maybe putting in an Ethernet switch. The ADSL configs I have seen use Ethernet switches from the beginning. If one node began to "hog" a lot of bw you would segment them out and divide it up. Anyone who wants/needs 100% T1 will need to go out and buy it at 2k to 3k per month.
