It's a power game. The banks want it signed, but the voting constituency would not. So before he signs it, and effectively bails out the banks, he wants concessions that will assist the democrats in the elections.

Could be a lot of political donations streaming in to the Dems in the final weeks...

Then again, I'm just a bit of a cynic.. ;0)
