All part of his arrogant "My way or the Hwy" nonsense. We don't even have a budget for this fiscal year. Partisan loyalists like Kenneth don't see a problem with that. It isn't as if road blocks were set up to block a budget, no budget proposal was developed let alone presented. It's as if this character just doesn't care about "little" details as long as he can spend.
