I think you're right. Prices will stabilize and transactions will drop (since foreclosures/short sales were a huge fraction of transactions in recent months anyway). Besides, who'll wanna buy with the overhang waiting to crush their investment in a year or three? A few people who have to relocate, but that's about it.

From everything I am reading it appears that the foreclosures will resume within days after the fall elections. What a surprise...
