The FCC does not take public input on these matters. They are a branch of the US govt. which, from what I've heard, regulates all electronic communications, but I've also heard that they serve to increase paper consumption, and boost the administrative overhead of businesses which participate in the communications industry.

Also, Jaxax, I don't believe the FCC has any regulations which state that approval is based in any way upon officer participation in undeclared short selling of U.S. OTC securities through foreign investment firms. They are primarily concerned with making sure that the various electronic communications media, mainly fiber optic or metallic cables, or radio frequencies, contain acceptable content and stay within proper frequency bands and carrier output power levels.
