The government rather stupidly makes that same assumption and offers the land and buildings to them at ridiculously low prices. You are apparently unaware that the Ottoman Empire was split up after the Germans and the others lost in World War II. Germany attacked the Allies and lost. The Ottoman Empire was on Germany's side in WWI and the Arafats and a lot more Arabs were inclined to the Axis powers. The United Nations [a World War II Victor's club rather than an actual United Nations] created Israel out of part of the Ottoman Empire. Within a few short years, the surrounding countries decided they could attack that decision and destroy Israel militarily. They tried, they lost. Apparently you are unaware that in human history, tribal wars have always been fought and what happens is the winners get the spoils of war which are traditionally the girls and territory [there wasn't a lot more to get in most of history]. The Arabs lost. Israel kept the land and got more. That's what happens. It's a good idea not to start wars one might lose. Now, times have moved on further and a bigger and grander United Nations has even more moved towards rejecting military conquest as a means of expanding territory. But that doesn't stop Arab Islamic Jihadists who continue to murder Jews any time they can. Pakistanis do it too. In general, Moslems think it a spiffing idea. If they had a vote, they'd vote that Israel be taken over by Arabs and the Jews be sent back to, umm, well they aren't actually mostly from somewhere else, so they could, umm, well, umm, well, heck they are kind of ... okay, a Final Solution....
