Sure they won't directly pay the cost, but they will pay Atlantic Wind Connection, who will have to pay the cost instead, and who also would want a profit. There might be some economy of scale, or other efficiency here, so the total cost might be lower even with the markup, but it shouldn't be enormously lower and that cost will still have to be paid.
