Bingo a secondary issue is made bailing out the primary short, shares never entered the market, all were allocated to holders of negative balance outstanding.

5. Grand Illusions
fuctionary falsity: people in systems do not do what the system says they are doing.
Operational fallacy: The system itself does not do what it says its doing.

6. Systems people;
Specialized systems select for specialization.
Designers of Systems tend to design ways for themselves to bypass the system.
