Loan guarantees are counted. As for disposal costs, well the government has prevented long term disposal. If it wasn't for all the political opposition those costs would be much lower.

Any other disaster expenses picked up by the taxpayers?

Most of the time these are minimal, as for the recent large spill, BP should be picking up the tab.

Also they don't count the costs of taxes on refined oil products, if they did the result would be that government was subsidized by oil. In fact rather heavily so, the feds make more from oil than the oil companies do, than there are also state taxes.

The simple fact is that if government stepped out of the way we would still use oil, in fact oil products would likely be cheaper. If it stepped out of the way and did nothing we would not be building large wind and solar plants, those plans would be shelved.
