The main way to measure a subsidy is in relation to the size of what's subsidized. $100 dollar subsidy for a candy bar distorts the market in a big way. For a new house, not so much.

In this particular case the government is a net imposer of costs, so the subsidy is negative, so even if you measure it in toto. Its so small its less than zero.
