But the cost would be small to at worst moderate per kw/h produced if it wasn't for the government increasing the cost through its own action. If the cost of something would be X, and the government makes it 50X, but assumes the cost, the real subsidy is X, not 50X.

If the government gives me a subsidy of $100, but imposes a special tax on me of $200, I'm not really subsidized.

You wouldn't want the government to try to 'tax the wind or sun' would you?

No, but if it was taxed, that tax would have to be subtracted from the subsidy to get the real net subsidy. The same applies to oil, or any other energy source.
