Living in Belgium was quite pleasant, with a disciplined population not given to drunken soccer yobbo violence. Unfortunately, England is less than perfect. Similarly in Japan, it's very pleasant - women can walk alone at night without being attacked. In NZ they are murdered by the dozen. China is not threatening on a street level, but not pleasant.

Combining the best of each place would be excellent.

The answer is Tradable Citizenship which would get the incentives right, which is the starting point.
