Another suggestion that would keep down the riff-raff would be to have a Constitutional Amendment that disallowed payment of any wages to any elected politician from deficit funds. IOW if there is no surplus, politicians don't get paid. Of course it would have to be written to block arrearages. Thus if there are surplus funds this year, last year's wages are not paid.

People who need the money wouldn't be able to afford to 'serve'. The type of people who could serve would be reduced and a higher percentage would be the type we need more of.
