That could have been part of their calculation... but I doubt it was the *primary* political motivation!

(Tax cuts are usually a pretty popular change to propose! Politicians find them MUCH EASIER to vote for then painful deficit reduction policies. Tax cuts help the pols win their very next reelection campaign... while painful spending cuts or revenue raises like taking away cherished special interest loopholes *always* ignite strong opposition and the pols might lose their next election runs because of that....)

No, I think that a stronger motivation (for Bush in proposing tax cuts which sunset-ed after a decade) was his desire to AVOID the politically unpleasant blow-back that was guaranteed to happen if and when those 10 year long C.B.O. and G.A.O. macro economic projections came back showing massively higher federal deficit projected in the out years. :-)
