"one of the big reasons we have a budget crisis here is that Prop 13..." Nah; it's the entire reason. All our problems, including a dysfunctional legislative process, stem from 13. And all cuz Jerry Brown was so prudent he was able to create the rainy day fund we later got knocked for not having.
